You should apply directly through the foreign government's eVisa website for an eVisa.

Canadian citizens using Canadian passports need a visa to enter Suriname. Canadian citizens are required to have either a visa or a tourist card, or an eVisa. Canadian citizens can obtain a Tourist Card at the airport upon arrival (Visa-on-Arrival VOA) in Suriname.
